A second one is agreed the same evening, in a room that keeps no record of itself, and everything the realm will later call a rebellion in Iskandar begins there: with a budget, a timetable, and men who will never set foot in the place. It covers the same span of years as The Civil War in Iskandar and largely the same events, from the side that arranged them. The Archive has no entry for any of it.
